The publication of the whitepaper “Pro Reform: Reconsideration of the CFTC Swaps Trading Rules, Return to Dodd-Frank” by CFTC Commissioner J Christopher Giancarlo caused a stir among the derivatives community. The paper is critical of how the CFTC has implemented its swaps trading regulatory framework and proposes an alternative framework for regulating the swaps trading market.
