Peeking Under the TARP: Implications of Cost Basis Reporting for Brokers and Investment Managers Brokerage & Wealth Management
A General Accounting Office report published in June 2006 estimated that for tax year 2001, US taxpayers underreported income from capital assets by at least $11 billion. The GAO recommendation of cost basis reporting received attention in Congress as a way to raise tax revenue without actually raising taxes. Cost basis reporting finally found its way into law October 3, 2008, when the Emergency Economic Stabilization Act, also known as the Troubled Assets Relief Program (TARP), was signed.
